The Arkansas County Arts Festival is held in Stuttgart, Arkansas County, Arkansas, every September. The festival was founded by artist, A.P. "Pete" Finken. The festival helps support local Arkansas artists by showcasing their works to the public. Donnie Freeman of Stuttgart, won first place in oils in the youth division for his painting "The Jurors," that is seen in this image.
